Willows is a "special district" authorized under Colorado law to provide utility service to a specific geographical area and receive income and property tax revenues from that service.
Willows Water District was organized by decree of the Arapahoe County District Court on January 8, 1974. Willows' service area includes a three and a half square mile area within Arapahoe County, which is primarily residential, with several moderate sized commercial centers to serve the needs of local consumers.
The Board of Directors of the Willows Water District established the goal of providing its customers with high quality potable water from renewable sources. After years of dedicated effort, this goal was achieved through contracts with Denver Water.
Willows is a Title 32 special district, organized to provide water service within a 3.6 square mile area of Arapahoe County. It operates as a quasi-governmental municipal corporation, and is an enterprise under Colorado law.
Willows Water District utilizes an Asset Management System (AMS) that serves as an effective management tool for the operation, maintenance of the District's water facilities.
