Willows Water District completed construction and moved into its headquarters located at 6930 S Holly Circle, Centennial, CO, on March 14, 2003.

Elimination of Debt Service Property Taxes

On May 17, 2002 the Willows Water District Board of Directors approved the payment of all outstanding general obligations bonds in the amount of $2,983,511.27. The debt service portion of property taxes collected by the district was elimnated effective 2003.

Sale of Ground Water Resource and Purchase of Firm Water

After Willows entered into the Master Meter Agreement No.240 with Denver Water to assure long-term water supply for our customers, Willow's non-tributary groundwater resources were available for sale. On February 19, 1999 Willows Board of Directors executed the Option and Purchase Agreement with East Cherry Creek Valley Water and Sanitation District (ECCV) to sell Willow's 6,000 acres-feet of ground water resources and related facilities for $18.5 million.

On August 31, 2001 Judge Jonathan W. Hays approved the decrees that were mutually agreed by all water providers involved in this sale transaction. Willows, ECCV and Centennial Water and Sanitation District. Willows received the full payment of the $18.5 million held in escrow.

On December 31, 2001, Willows paid Denver Water the system development charges for all water taps served by Willows. Willows Water District achieved the goal set over 20 years ago of acquiring a renewable water supply.
